Zoning Hearing Board

The Zoning Hearing Board (ZHB) is a quasi-judicial body that renders decisions on specific types of land use appeals and applications. The primary purpose of the zoning hearing board is to help assure fair and equitable application and administration of the zoning ordinance. The Pennsylvania Municipalities Planning Code (MPC) provides a specific set of rules that must be followed for applications submitted to the ZHB:

MPC Zoning Hearing Board Procedures

The Zoning Hearing Board, consisting of five City of Erie residents appointed by the governing body, conduct hearings and make decisions concerning the following:

  • Applications for a variance
  • Applications for a use by special exception
  • Appeal from a Zoning Officer’s determination 
  • Substantive challenges to the validity of any land use ordinance

The ZHB regular meeting schedule is the second Tuesday of each month at 1PM. Meetings are held in council chambers at the City of Erie Municipal Building.

All requests to be heard by the ZHB must be filed with the Zoning Office located in Room 407. A completed application, filing fee and required information must be provided by the applicant in order to be scheduled.
